The Odentia-class cruisers, together with the Royal-class destroyers, were a cornerstone of the Odentian neutrality policy.

During the Second Great War, Odentia maintained its established policy of neutrality through greatly expanding its army and navy. Victor II maintained the military readiness that his father espoused, authorizing the construction of the Odentia-class cruisers for territorial defense.
